The Government of the Philippines has started the implementation of the Japanese Grant Aid for Human Resource Development Scholarship (JDS) Project by the assistance of the Government of Japan since Japanese Fiscal Year 2002.
The objective of the JDS Project is to provide Philippine nationals with opportunities for obtaining master's degree at Japanese universities in order to support human resource development policy of the Government of the Philippines, and eventually to extend and strengthen the bilateral relationship between the Philippines and Japan.
The main target groups of the JDS Project would be young government employees who are expected to engage in formulating and implementing social and economic development plans and to play leadership roles in the Philippines.
The fields of study are determined in accordance with the development issues in the Philippines. Following five fields are given priority under the JDS Project 2010-2011; Public Administration, Economics, Business Administration, Information Communication Technology and Industrial Development.

Since Academic Year 2007, Common Agenda as the direction of each field of study has been settled. Every applicant is expected to share his/her own view of how the knowledge acquired in Japan will be utilized to the development of the Philippines, by tackling one of the Common Agenda for the applying field of study. Therefore, it is strongly recommended to relate the Common Agenda and the research plan, as well as your current work.
Applicant's perspective for future career plan shall be one of the important factors to be considered for the selection of JDS project.

1. Ensuring Balanced and Stable Fiscal Management
JDS accepting universities have strengths on the program of planning/management of expenditure in medium and long-term, or on practical courses including monetary policy and taxation system. Forming a group of fellows in related agencies who researched in this area will maximize the impact in ensuring fiscal management. 2. Promotion of Sound Market and Industries One of the key elements for the stable economy is to promote foreign trade and investment. Since JDS project targets young people working in the government agencies, the agenda should focus on how the government deals with private activities in the stable economy. For example, the activities include market stabilization and preferable taxation to private sector. It is important to emphasize that the applicants are expected to tackle these issues while they are in Japan. |

a. Nationality:
Must be a citizen of the Republic of the Philippines.
b. Age:
Below 40 years old as of April 1, 2010.
(Those who were born on/after April 2, 1970)
c. Occupation:
(Those who were born on/after April 2, 1970)
Should be a civilian government employee.
d. Work Experience:
Currently employed in government with permanent status and with at least 2 years work experience at the time of application.
e. Performance Rating:
Has a performance rating of at least "very satisfactory" in the organization at the time of nomination.
f. Academic Background:
Should have a Bachelor's degree relevant to the target fields.
g. Degree:
Has not been awarded foreign scholarship for Master's degree.
h. Responsibilities of JDS fellow:
When selected as a final successful candidate, he/she is required
- To sign and submit the pledge to follow the conditions deemed necessary as JDS fellow. (If a fellow violates any articles of the pledge, the scholarship may be cancelled.)

- To submit a copy of Scholarship Service Contract (referred to under Executive Order 161) to the JDS Operating Committee for record/monitoring purpose.
- NOT to change university and/or field of study.
- NOT to invite the family earlier than 6 months (University may have different regulations).
- To attend the pre-departure orientation including preparatory Japanese language training in Makati City on full time basis (April to June 2010).
- To fully participate in briefing orientation and Japanese language training in Japan (mid July to August or September 2010).
- To contribute to socio-economic development of the Philippines with the acquired knowledge upon return to the Philippines.
- To be in good condition physically and mentally during the stay in Japan as an ODA Scholar.
*If there is a drastic change in fellow's health condition including pregnancy before and during his/her stay in Japan, or/and if the accepting university considers his/her condition is not suitable enough in the pursuit of academic goal, scholarship is subject to cancellation, based on the decision/guidance of university and the Operating Committee of the JDS Philippines.

- Applicant must complete all sections of application form in English
- Applicant must choose the accepting university, considering the course contents and Master's degree to be obtained. If Applicant chooses more than one course, the application will become invalid.
- Application form must be attached with the required documents. The documents must be issued in English or accompanied by a certified English translation.

- Deadline: Not later than 16:30 hrs on Monday, November 30, 2009
- Application form and required documents must be submitted personally, by mail, or by courier. Submission of Application form by FAX or E-MAIL will NOT be accepted.
- Late submissions and/or incomplete application documents shall NOT be accepted.
- Application documents will not be returned in any reason once submitted.
- No direct inquiries to universities in Japan/institution for the English proficiency test shall be allowed.

e. Remarks
- Application documents will be examined by professors of the desired university. The 1st Selection will be held in December 2009.
- Only successful candidates will be informed of the selection result.
- Any inquiries regarding the result of the 1st Selection will NOT be entertained.
- Note: Applicants during re-opening period will be evaluated only by the 1st desired university.
- Candidate will be required to sit for IELTS test in early January 2010, except for those who submitted a valid official certificate (within two years after the testing date as of April 1, 2010) of TOEFL score (PBT: 550 / CBT: 213 / iBT 79-80) or IELTS score of 6.0 or above. No other English certificates shall be considered.
- Every Candidate will be required to sit for Mathematics Test at this stage.
- Only successful candidates will be informed of the selection result.
- Any inquiries regarding the result of the 2nd Selection will NOT be entertained.
- Each Candidate will be interviewed in Makati City by the professors from the accepting university in early February 2010.
- Each candidate will be required to take a medical examination at a designated hospital before this stage (Tentative).
- Only successful candidates will be informed of the selection result.
- Any inquiries regarding the result of the 3rd Selection will NOT be entertained.
- No direct inquiries to universities in Japan shall be allowed.
- The Operating Committee members of JDS in the Philippines will interview each candidate in late February 2010.
- Only successful candidates will be informed of the selection result by mid-March 2010.
- Any inquiries regarding the result of the Final Selection will NOT be entertained.
- Successful candidate who passes the Final Selection will be required to apply for the desired university. It is only upon admission to the university that each candidate will be considered as JDS Fellow.

- Successful applicant who passes the Final Selection must fully participate in pre-departure orientation including full-time preparatory Japanese language training in Makati City from April to June 2010.
- Each JDS fellow is requested to sign and submit the pledge of compliance with the regulations governing JDS Project in the Philippines. Please refer to the attachment file.
- The JDS fellows are scheduled to arrive in Japan in the beginning of July 2010.
- The JDS fellows must fully participate in Japanese language training in Japan from mid July to August or September 2010.
- The JDS fellows will enter each accepting university in September or October 2010.
- After entrance to an accepting university, it is not allowed to change either a field of study or an accepting university.

Note:
Late submission and incomplete application documents will be automatically rejected before proceeding to the 1st Selection.

Before Applicant chooses a university and complete an application document, it is recommended to read University Information to be downloaded on this web-site and to check universities' websites carefully, to avoid mismatches between the desired knowledge to acquire and the courses to be provided.
b. Application documents:
The application documents will not be returned for any reasons once submitted.
c. Selection results:
Selection results will be released by JICE JDS Project Office only. Any inquiries on the results by applicants shall not be entertained.
The JDS Scholarship will include mainly:
