The Government of Bangladesh established the Japanese Grant Aid for Human Resource Development Scholarship (JDS) with the assistance of the Government of Japan in 2001.
The objective of the JDS is to provide Bangladeshi citizens to study in Japan at Master level, targeting mainly young civil servants in order to support national efforts to achieve social and economic development in Bangladesh. JDS fellows are expected to acquire expert knowledge and build research and human networks in Japan to use such knowledge and take active roles in practically solving the problems that Bangladesh is facing with respect to social and economic development.
This year twenty (20) scholarships will be offered to study in Japan for commencement in 2009-2010.

- Age: (as of April 1, 2009)
Below forty (40) years of age (Born on/after April 2, 1969) - Work experience: (as of April 1, 2009)

To be a confirmed member of Bangladesh Civil Service (BCS) Cadre with two (2) years of work experience in Government Service.
♦ Economics:To be a confirmed member of Bangladesh Civil Service (BCS) Cadre with two (2) years of work experience in Government Service or permanent staff of Bangladesh Bank with two (2) years of work experience in Bangladesh Bank. - Academic background:
Completed sixteen (16) years of school education with at least Bachelor’s degree At least two (2) First Division or equivalent with no Third Division. - English proficiency:
IELTS 6.0 / CBT (Computer-Based TOEFL) 213 / PBT (Paper-Based TOEFL) 550 or above.
Those who do not have above score and pass 1st Selection are required to take IELTS at the 2nd Selection. Holders of valid certificate issued after April 1, 2007 will be exempted from taking IELTS at the 2nd Selection. - Permission and others
♦ Applicants must obtain permission for their application from controlling supervisor (Prescribed Form)
♦ For BCS Cadre Officials:To be a Government Official in BCS Cadre, successfully completed necessary Foundation Training Course by the time of application, and eligible to get the deputation for full period of preparatory training and study before the departure to Japan.
♦ For Bangladesh Bank Officials:To be a permanent staff AND eligible to get study-leave or deputation for full period of preparatory training and study before the departure to Japan. - Ineligibility:
- Those who have been awarded or are scheduled to receive other scholarship.
- Those who have already obtained Master’s degree overseas.
- Military personnel and military civilian employees registered on the active list and personnel on temporary leave from the active list.
- Applicants who are temporary staff and cannot get study-leave for full period of time before the departure to Japan.
- Other Important Information
- Final candidates who passed the final selection MUST participate in the full-time Pre-departure Japanese Language Training in Dhaka for about two (2) months. The failure to attend the Training will result in the cancellation of scholarship accordingly. Also, during training period, completion of daily homework is imposed for all candidates.
- Final candidates have to submit pledges in affidavit form, which declares to stay in Bangladesh at least for two (2) years and contribute to the development of Bangladesh after completing the masters’ degree.
- The scholarship will be cancelled if a fellow fails to arrive at Japan at designated date. No late/early departure to Japan will be accepted under any circumstances.
- JDS fellows are NOT allowed to invite their dependents (spouse/children) for the initial six (6) months. All the procedures required for dependents stay in Japan with fellows after 6 months shall be carried out by themselves.
- After arriving at Japan, JDS fellows are requested to obtain permissions to return to their home countries.
- JDS fellows are NOT allowed to enter doctoral course continuously after the completion of Master’s degree. To apply for doctoral course during JDS fellowship is prohibited.

- Degree to be obtained: Master’s degree in 2 years

1) Completing Application Documents
- Applicants must complete all sections of application form in English.
- Applicants must choose the field of study and accepting university.
- Application Form must be attached with required documents. The documents must be issued in English or accompanied with an attested English translation.
2) Submitting Application Documents

- Application deadline is 5:00 pm, October 8 (Wednesday), 2008.
- Application missing the deadline shall NOT be accepted.
- Application documents will not be returned under any circumstances.
a. 1st Selection: Examining Application Documents
- Application Documents will be examined by the accepting university by the middle of November 2008.
- Only successful candidates will be notified the selection result by post by the late November 2008.
b. 2nd Selection: Examination on Language Proficiency
- Candidates will take an English examination (IELTS) in Dhaka in the early December 2008.
- Candidates in the Economics field will take the mathematic examination after IELTS, on the same day. (It could be also requested to candidates in other fields.)
- Only successful candidates will be notified the selection result by post by the middle December 2008.
c. 3rd Selection: Technical Interview
- Candidates will take an interview with the accepting university and a medical examination in Dhaka in the late January 2009.
- Only successful candidates will be notified the selection result by post by the early February 2009.
d. 4th Selection: Comprehensive Interview
- Candidates will take an interview with the Operating Committee members of JDS in Dhaka in the middle of February 2009.
- All candidates will be notified the selection result by post by the early March 2009.
e. University Placement
- Upon admission by the university to accept, the applicants can be JDS fellows.

- It is mandatory for fellows to participate in full-time Pre-departure Japanese Language Training in Dhaka from April to June 2009.
- The fellows are scheduled to arrive at Japan in early July 2009.
- After the arrival, the fellows will participate in Japanese Language Training in Japan until the enrolment to each accepting university.
- The fellows will enter each accepting university in September or October 2009.
