Introduction

The Royal Government of Cambodia has been offered the Japanese Grant Aid for Human Resource Development Scholarship (hereinafter refereed to as JDS) by the assistance of the Government of Japan since the Japanese fiscal year of 2001-2002. 149 Cambodian JDS fellows have been sent to Japan for studying at higher educational institutions (hereinafter refereed to as "universities") in the past 7 years.

The objective of JDS Program in Cambodia is to provide nationals of Cambodia with opportunities for academic research at Japanese universities in order to support the Royal Government of Cambodia in its efforts to facilitate its own plans for human resources development, mainly for capacity building and institutional building. And thereby it extends and enhances the bilateral relationship between Cambodia and Japan.

The JDS Program targets young government officials (including teaching staffs of higher educational institutions, researchers) and others with the potential to play leadership roles in their specialties after their return to Cambodia as well as to become leaders in Cambodia in the 21st century.

Under this program, 25 fellows will be selected to study at Japanese universities for Master degree.

Qualifications and Requirements
  1. Nationality: Applicants must be citizens of Cambodia.
  2. Age: Between the ages of 22 and 34 as of April 1, 2008
    (Born on/after April 2nd, 1974 and on/before April 1st, 1986)
    *For Health Administration, only applicant who have Diploma of Medical Doctor, between the ages of 22 and 39 as of April 1, 2008
    (Born on/after April 2nd, 1969 and on/before April 1st, 1986)
  3. Academic Background: University graduate (Bachelor Holder)
    *For Tokyo University of Agriculture and Technology, principally, total 16 years study history from primary school to university is obligated for the entrance. However, 15 years study history may be acceptable after University committee evaluates the study history contents and experience of occupation after University.
  4. English Proficiency Level: TOEFL 500 / IELTS 5.5 or equivalent is preferable.
  5. Health: Applicants must be in good mental and physical health.
    *Those who passed second selection will undergo a medical check-up at the time of third selection in Cambodia.

Notes

  1. For those who are applying for the field of Law of Nagoya University, it is preferable to obtain a degree of Bachelor in Law.
  2. For those who are applying for the field of Law of Yokohama National University, it is required to obtain a degree of Bachelor in Law.
  3. For those who are applying for the field of International Relations of Hitotsubashi University, working experience for more than 2 years is required.
  4. Applicant who is currently receiving (or is scheduled to receive) another scholarship such as the Government of Japan (Monbu-kagakusho) scholarship, AusAID scholarship, ADB scholarship, World Bank scholarship, a scholarship from a private-sector organization, etc. shall NOT be eligible for selection as JDS fellow.
  5. Military personnel and military civilian employees registered on the active list are not eligible to apply for admission. Personnel on temporary leave from the active list shall also be ineligible for admission. Personnel in compulsory military service are eligible.
  6. The Royal Government of Cambodia will have the successful candidates of the Final Selection give a pledge to follow the conditions deemed necessary as scholarship fellows under the JDS Project. If a fellow violates any article of his/her pledge, the scholarship may be cancelled and other necessary steps will be taken.

Field of Study and University
  • Degree to be obtained: Master's degree (usually 2-2.5 year courses)
  • Language: Basically concerned universities are able to conduct courses mainly in English.

    According to the list of universities, you consider well and choose carefully which course/university you would like to study for your Master's degree. You write your research plan in accordance with your choice of the university.

Application Procedure

Applicants must fill out completely an application form, referring to its Application Procedure.

  2. Closing Date: September 12, 2007 (5:00 p.m.)
    *Application forms will not be considered if they arrive after the closing date.
    *Application form sent by facsimile is not accepted.
    *No application will be accepted unless all of the necessary documents are fully and correctly completed.
    *Once the documents are submitted, any of them would not be returned.
    *All documents must be written in English. If the documents are written in language other than English, it must be accompanied by the English translation.
    *If dishonest documents are submitted by applicant, he/she will be disqualified from this procedure.
    *No direct inquiries to universities in Japan shall be allowed.

Selection Procedure
  1. First Selection (English Examination)
    1. Applicants who have passed the basic check will be required to take an English examination held in the end of September 2007. This examination will consist of TOEFL style examination (English language).
    2. Applicants for Economics field will be required to take a mathematics examination in the afternoon. This examination will examine candidates' mathematics level for Technical Interviewers' information.
    3. The result of successful applicants will be notified within two weeks.
    4. Regarding the result of the first selection, any inquiries by applicants shall not be permitted.
  2. Second Selection (Screening by University)
    1. Those application forms which have passed the First Selection will be examined and screened by Japanese Professors concerned in Japan.
    2. In the beginning of November 2007, the results of successful candidates will be announced by JICE. However the applicants who live in the provinces (or apply from outside of Phnom Penh) can make a telephone call to JDS Project Office to confirm your result.
    3. Regarding the result, any inquiries by applicants shall not be permitted.
  3. Third Selection (Technical Interview)
    1. Applicants will be required to take a medical check-up at the designated hospital after the second selection around the beginning of November to the end of November 2007.
    2. After the medical check-up, the applicants will undergo the Technical Interview around the end of November 2007.
    3. The result of successful applicants will be notified within a week.
    4. Regarding the result, any inquiries by applicants shall not be permitted.
  4. Final Selection (Comprehensive Interview)
    1. Applicants will undergo the Comprehensive Interview by Operating Committee around the middle of December 2007.
    2. Successful candidates will be notified around the middle of January 2008
    3. Regarding the result, any inquiries by applicants shall not be permitted.
  5. The Placement to Japanese Universities
    1. When selected as a successful candidate of the Final Selection and placed at the proposed university, the applicant may be required to fill out an application form for the university.
    2. If the successful candidates of the Final Selection fail to pass the entrance examination of the University, scholarship may be cancelled.
    3. No objection by the fellows will be allowed regarding the placement decision.
    4. Transferring of university after entering is not accepted.

Tentative Schedule of JDS Program
  1. English preparatory training: about 4.5 months (full-time) in Phnom Penh, starts in February 2008.
  2. Time of leaving for Japan: around the beginning of July, 2008
    * It will be required to attend English preparatory training in Phnom Penh for about 4.5 months on full time basis prior to your departure to Japan. The preparatory training will be conducted from February to June 2008.
    *The scholarship may be cancelled if JDS fellows fail to attend the preparatory training or fail to arrive in Japan by the appointed date.
