Introduction

   Japanese Grant Aid for Human Resource Development Scholarship (JDS) was first implemented in the People’s Republic of China for Japanese fiscal year (FY) 2002. 48 Chinese JDS fellows have been sent to Japan for studying at higher educational institutions (hereinafter refereed to as “universities”) last year.
   JDS is now inviting applications from government officers interested in studying at a Japanese university, which will commence in the year of 2008.
   The objective of JDS Program in China is to provide citizens of the People’s Republic of China with opportunities for academic research at Japanese Universities in order to support the Government of China in its efforts to facilitate its own plans for human resource development, for social and economic development, and thereby it extends and enhances the bilateral relationship between China and Japan.
   The JDS Program targets young government officers with the potential to play leadership roles in their specialties after their return to china as well as to become leaders in China in the 21st century.

   For the JDS project in China, the “Common Agenda” has been settled for each field as follows:

   Every Applicant is expected to share his/her own view of how the knowledge acquired in Japan will be utilized to the development of China, by tackling one of the Common Agenda for the applying field of study. Therefore, it is strongly recommended to relate the Common Agenda and the research plan.
   Applicant´s perspective for career plan shall be one of the important factors to be considered for the selection of JDS project.

Qualifications and Requirements
  1. Nationality: Applicants must be citizens of China
  2. Age: Applicants shall be between the ages of 22 and 39 (as of 1st April, 2009). Born on/after 2nd April 1969 and on/before 1st April 1987.
  3. Academic Background: Applicants must hold a Bachelor´s degree from university authorized by the Government of China or the other countries. Completed 16 years of school education or equivalent. Those who are applying for the field of Law must hold a degree of Bachelor in Law or the equivalent field.
  4. Work experience: Applicants must have work experience in the relevant fields as government officers for more than 3 years. (As of September 18, 2008)
  5. Language Proficiency: Fluent in English (minimum TOEFL PBT 550 (CBT 213; iBT 79-80)/ IELTS 5.5 /TOEIC 730 or equivalent). *It is more desirable for applicants who want to apply for 1-year course (Ritsumeikan APU & Tsukuba Univ.) to obtain IELTS 6.0 or above.
  6. Health: Applicants must be mentally and physically in good health
  7. Others:
    • Applicant who is currently receiving (or is scheduled to receive) other scholarship of the Government of Japan (Monbu-kagakusho) scholarship, Australian Development Scholarships (Aus AID), The Netherlands University Fellowship Program (UFP), a scholarship from a private-sector organization, etc. shall NOT be eligible for selection as a JDS fellow.
    • Applicants who had obtained a Master´s degree in a foreign country shall NOT be eligible for selection as a JDS fellow.
    • Military personnel and military civilian employees registered on the active list are not eligible to apply for admission. Personnel on temporary leave from the active list shall also be ineligible for admission.
    • Applicants should return to China to contribute to the development of China with acquired knowledge and skills after completing their study in Japanese Universities.
    • The scholarships may be cancelled if JDS fellows fail to attend the pre-departure briefing & Orientation in China or fail to arrive in Japan by the appointed date.

Application Procedure

Applicants must fill out completely an application form, referring to its Application Procedure.
a. Place to submit the application form: JICE JDS Project Office in China.
b. Deadline:

­Deadline: Please refer to the part of “Selection Procedure”.
­Application form sent by facsimile is not accepted.
­Application form missing the deadline, missing necessary documents and/or containing any false statements/documents shall NOT be accepted. It is your responsibility to be in time to collect all the necessary documents regarding applying for JDS program.

c. Notarized copies issued by the office under the Ministry of Justice are accepted
d. Once submitted, application documents will NOT be returned.
e. Any question about the result of selection is not acceptable.
f. No direct inquiries to universities in Japan shall be allowed.

Selection Procedure

a. First Selection:

Submitting Application Documents designated by Ministry of Commerce & Language proficiency test
­Applicants must submit Application documents designated by Ministry of Commerce of China until Wednesday 6th August, 2008 (before 16:30). (By hand or By post)
­TOEIC will be executed in Beijing in the end of August 2008.
­Only successful applicants will be notified the selection result around the beginning of August 2008.
*Applicants who have a valid certificate of the score (TOEFL PBT 550; CBT 213; iBT79-80/ IETLS5.5 / TOEIC730) of English proficiency test will be exempted from the test. (Valid official certificate must be within two years as of April 1 2009 after testing date. The certificate must be submitted.

b. Second Selection:Evaluating Application Documents designated for JDS
­Applicants who passed the 1st Selection must complete all sections of JDS application form in English until 18th September 2008 (before 16:30). (By hand or By post)
­Application Documents will be evaluated by professors of accepting university in Japan from the middle of October to the beginning of November 2008.
­Only successful applicants will be notified the selection result around the middle of November, 2007.

c. Third Selection: Interview 1 and Medical Check-up
­Applicants will take an interview with the Operating Committee members of JDS and a medical check-up in Beijing in the end of November to beginning of December, 2008.

d. Final Selection: Interview 2
­Applicants will take an interview with a professor of Japanese university concerned in Beijing in the beginning of December, 2007.
­Only successful applicants will be notified the selection result about two weeks after the interview.

e. University Placement:
­The government of China with the collaboration of that of Japan determines the university placement of scholarship fellows. No objection on the placement decision shall be accepted.
­According to the placement, successful applicants who pass the Fourth selection will be required to apply for each university. Upon admission by the university to accept the applicants, they will be Scholarship fellows, finally.

Tentative Schedule of JDS Program
  1. Pre-departure Briefing & Orientation in Beijing: around the end of May, 2009.
  2. Time of leaving for Japan: around the beginning of June 2009,
    ­The scholarship fellows are requested to submit a pledge.
    ­The scholarship fellows must participate in Japanese training in Japan from middle June to August or September 2009.
    ­The scholarship fellows enter each accepting university in September or October 2009.
    ­After the entrance to an accepting university, it is not approved to change either a field of study or an accepting university.
