Introduction

   The Government of the Kyrgyz Republic has started the implementation of the Japanese Grant Aid for Human Resource Development Scholarship (JDS) by the assistance of the Government of Japan in Japanese Fiscal Year 2006.

   The objective of the JDS Project is to provide Kyrgyz citizens with opportunities for obtaining master’s degree at Japanese universities in order to support human resource development policy of the Government of the Kyrgyz Republic, and eventually to extend and strengthen the bilateral relationship between the Kyrgyz Republic and Japan.

   For this purpose, JDS fellows are obliged to return to the Kyrgyz Republic after obtaining the master’s degree in Japan, and work for their organizations they belong to for at least 3 years upon their return.

   The target groups of the JDS Project would be young civil and municipal servants who are expected to play leadership roles in the development of the Kyrgyz Republic.

   This year, 20 scholarships will be offered to study in Japan for commencement in 2009-2010

Qualification of Applicants
  1. Nationality: Applicant must be Citizens of the Kyrgyz Republic.
  2. Age: Thirty eight (38) and under,as of April 1, 2009. (Those who were born on/after April 2, 1970).
  3. Occupation: Civil and Municipal Servants Only.
  4. Work Experience: More than 2 years of working experience as a civil or municipal servant (as of October 13, 2008). The applicant who loses his/her occupation of the civil or municipal servants before the end of selection, regardless of any reasons, he/she can not proceed with the selections of the JDS program.
  5. Academic Background: Those who have completed the undergraduate level education.
  6. English Proficiency: International / Institutional TOEFL (PBT score 500, CBT 173, iBT 61 or above), or IELTS score 5.5 or above. Holders of valid certificate issued after April 1, 2007 will be exempted from taking TOEFL during Second selection.
    Applicants who have already taken TOEFL500 or above at the second stage of last year’s selection will be exempted from taking TOEFL at the second stage of this year’s selection.
  7. Permission: Applicant must obtain permission issued by Head of organization, Permanent Secretary or equal authority of organization which applicant belongs to.
  8. Others:
    • Enlisted military personnel cannot apply for JDS
    • Applicants who have already studied or are scheduled to study in a foreign country in order to obtain a degree of Master under foreign scholarship cannot apply for JDS.
    • To be eligible for a scholarship, applicant must be in good condition physically and mentally since the time of application to the time of return to the home country after completion of his/her course in Japan. At the time that the scholarship is awarded, JDS fellow must dedicate himself/herself to the study program of the university he/she attends to. Therefore, in case there is a drastic change in fellow’s health condition (e.g. pregnancy, etc.) before his/her departure to Japan, and if university considers his/her condition not suitable for the pursuit of academic goal, scholarship may be cancelled, based on the decision/guidance of university.
    • JDS fellows will be required to attend preparatory language training in Bishkek for about 2 months on full time basis prior to departure for Japan. The training will start in April 2009. The scholarship may be cancelled if JDS fellows fail to attend the preparatory language training or fail to arrive in Japan by the appointed date.
    • The Government of the Kyrgyz Republic will ask the fellows to sign and submit the agreement to follow the conditions deemed necessary as scholarship fellows under the JDS project. If a fellow violates any articles of his/her agreement, the scholarship may be cancelled and other necessary steps will be taken.

Application Procedure

Preparing Application Documents

  • Applicants must fill in all sections of Application form in English.
  • Applicants must choose one accepting university/course, considering the field of study, Master’s degree to be obtained and the Common Agenda for each field of study. See the attached information for the details about respective universities and tick your desired course. If you submit application with no tick or two or more places, your application will be discarded.
  • Applicants must attach required documents to the Application Form. The documents must be issued in English or accompanied by a certified English translation.

Submitting Application Documents

  • Application Form and required documents must be submitted personally, by postage or courier to JICE JDS Project Office:
      1st Floor, 201 Abdrakhmanova (Sovietskaya) St., 720011 Bishkek, the Kyrgyz Republic.
  • Submission sent by FAX or E-MAIL will NOT be accepted.
  • Application deadline is 16:00 on October 13th , 2008
  • Late submissions and incomplete application documents shall NOT be accepted.
  • Application documents will not be returned for any reason.
Selection Procedure

1st Selection: Screening Application Documents

  • Application documents will be examined by professors of accepting university which applicant applied for in November 2008.
  • Only successful candidates will be notified the selection result in late November 2008.
  • Regarding the result of the 1st Selection, any inquiries of applicants will NOT be accepted.

2nd Selection: English Test and Mathematics Test
  • Candidates will be required to sit for TOEFL test in mid December 2008. However, those who submitted a valid official TOEFL certificate with a score (PBT Score 500 or equivalent in CBT/iBT) or IELTS: 5.5 or above together with other application documents will be exempted from taking TOEFL. Candidates who have already taken TOEFL500 or above at the second stage of last year’s selection will be exempted from taking TOEFL at the second stage of this year’s selection
  • Candidates will be required to sit for Mathematics Test at this stage.
  • Only successful candidates will be notified the selection result in late December 2008.
  • Regarding the result of the 2nd Selection, any inquiries of candidates will NOT be accepted.

3rd Selection: Technical Interview and Medical Check
  • Candidates will be interviewed by the professors of Japanese university they applied for in Bishkek in January 2009.
  • Candidates will be also required to undergo a medical check at a designated hospital.
  • Only successful applicants will be notified the selection result in late January 2009.
  • Regarding the result of the 3rd Selection, any inquiries of candidates will NOT be accepted.

4th Selection: Comprehensive Interview
  • Candidates will be interviewed by the Operating Committee members of JDS in Bishkek in February 2009.
  • Only successful candidates will be notified the selection result in late February 2009.
  • Regarding the result of the 4th Selection, any inquiries of candidates will NOT be accepted.

University Placement
  • The Government of the Kyrgyz Republic in collaboration with the Government of Japan determines the university placement of scholarship fellows. No objection to the placement decision shall be accepted.
  • According to the placement, successful candidates who pass the Forth Selection will be required to apply for the respective universities. It is only upon admission to the university that candidates will be considered as JDS fellows.

Pre-departure Orientation
  • Successful candidates who pass the 4th Selection must participate in pre-departure orientation including full-time preparatory English language training in Bishkek from April.

Departure for Japan
  • The JDS fellows are scheduled to arrive in Japan in early July 2009.
  • The JDS fellows must participate in Japanese language training in Japan from mid-July to August or September 2009.
  • JDS fellows will enter each accepting university in September or October 2009.
  • After the entrance to an accepting university, it is not allowed to change either a field of study or an accepting university.

<Notes>
  • Transportation fee and accommodation allowance will be provided to the candidates coming from regional areas after the first selection stage.
  • Examination fees for English proficiency test will be borne by JICE. JICE has the right of possession of the resulting certificates.

Important Reminders
  • University to apply: When applicants choose the university and fill in the application documents, they should consult “University Information” in the Application Guidelines carefully to avoid mismatches between the desired subjects and the courses to be provided. Applicants can acquire more information in the website of each university or in JICE JDS Project Office in Bishkek.
  • Application documents: All the application documents will not be returned for any reasons.
  • Selection results: Successful candidates will be notified in writing after each selection stage by JICE JDS Project Office. Any inquiries on the results by applicants shall not be accepted.
  • JDS Regulations: Once selected as JDS Fellows, Fellows are obliged to follow the regulations under the JDS, which for example restrict the invitation of your family for initial 6 months of your stay in Japan.
  • University Regulations: Your accepting universities may have different regulations from those of JDS. In that case, JDS fellows are requested to follow the university regulations as well.
  • Contract: JDS fellows are requested to sign the contract with the executing agency after being selected. The contract includes the obligations of JDS fellows such as at least 3 years’ contribution at your belonging organization upon the return to the Kyrgyz Republic.
