Introduction

The Government of Mongolia established the Japanese Grant Aid for Human Resource Development Scholarship (JDS) by the assistance of the government of Japan in the year of 2001.

The objective of the JDS is to support human resource development in Mongolia by targeting, young potential leaders working in the government, private sector or research institutions, who are expected to participate in social and economic development planning in the 21st century. Another important aim is to have JDS Fellows contribute to extending and enhancing bilateral relationships with Japan. JDS Fellows are expected not only to acquire specialist knowledge at higher education institutions in Japan, but also to establish research and human resource networks to actively engage in practical improvement of social and economic development issues which Mongolia might confront.

JDS is now inviting applications from persons interested in studying Master's course in Japan. Twenty scholarships (20) for English course and Japanese course in total will be awarded in the year of 2008-2009.

  • Feature of JDS Program
    Scholarship includes: full tuition and other compulsory academic fees, monthly stipends (including the housing and subsistence allowance), basic health insurance, a round trip airfare and other one-off allowances. Scholars will receive regular consultation during their stay in Japan. Consultation/assistance in Mongolian language is also available if necessary.
  • Scholarships to be awarded
    The JDS scholarships will include mainly:
    1. Living allowance for the pre-departure training in Ulaanbaatar
    2. Airfare to and from Japan (only once)
    3. Tuition fee of Japanese higher educational institutions
    4. Monthly stipends (living expenses)
    5. One-off allowance for the arrival in Japan, security deposit on house lease contract, round-trip airfare etc

Qualifications and Requirements
  1. Nationality: Must be citizens of Mongolia.
  2. Age: Between the age of 22 and 39 (as of April 1st, 2008).Born on/after April 2nd, 1968 and born on/before April 1st, 1986.
  3. Academic background: Bachelor's degree holder from university authorized by the Government of Mongolia or other country.
    <Note>
    - Applicants for "Law" are preferable to hold a bachelor's degree in law or equivalent study.
    - Basic mathematics knowledge is required for applicants in "Development Engineering".
  4. Work Experience:
    -Must have work experience in the relevant fields for more than 2 years (full-time basis) as of October 9th, 2007.
    -Part-time job or full time work before graduation of university (first university if applicants graduate more than one) are not included as three-year work experience. Period of leave from work are not included as well.
  5. Language Proficiency: Fluent in English (minimum TOEFL 500 or equivalent)
  6. Health: Applicants must be mentally and physically in good health
  7. Ineligibility: Applicants cannot apply;
    1. Those who are currently awarded or are scheduled to receive another scholarship.
    2. Those who have already taken a master's degree out of Mongolia under scholarship of the government of Mongolia or any other country/foreign aid organization.
    3. Military personnel and military civilian employees registered on the active list.
  8. Others:
    1. JDS Fellows are obliged to return to Mongolia right after the graduation in order to make contributions toward the development of Mongolia with acquired knowledge and skills.
    2. The Government of Mongolia will have JDS Fellows sign a pledge to the conditions which Fellows shall follow under the program. If JDS Fellow violates any article of the agreement, the scholarship will be canceled
    3. JDS Fellows must attend two-month mandatory pre-departure program including Japanese Language Training in Ulaanbaatar. If they cannot attend it or cannot leave for Japan on the designated date, the scholarship will be terminated.

  2. Degree to be obtained: Master's degree (usually 2-2.5 year courses)
  3. Language: English
  4. Fields of study and "Sub Theme" for proposing a research plan
    JDS project aims at finding solutions to the developments issues that Mongolia has been facing at respective field as well as human resource development of Mongolian citizens. A proposed research plan which is related with the "Sub theme" listed below is positively evaluated at the selection.

Application Procedure
  1. "Applicant's Guideline" and "Application Form" is available until October 9th, 2007.
  2. Where to submit?
    JICE JDS Project Office in Mongolia.
    Suite 206,The Crystal House Business Center Bldg, Chinggis Ave. 11/1, 2nd khoroo Sukhbaatar district, Central P.O.Box 917, Ulaanbaatar 13, TEL: 55150415, 55150416 by hand or postage.
  3. Submission period: From September 26th to 5:00 PM of October 9th 2007.
  4. Application missing the deadline or incomplete documentation shall be considered as INELIGIBLE.
  5. Applications will not be returned by any reason.

Selection Procedure
  1. First Selection
    <English proficiency test>
    • All applicants are required to take ITP-TOEFL administrated by JDS Office
    • Date and place: November 3rd 2007 in Ulaanbaatar
    • Result: All applicants will be notified the selection result in the early of December, 2007
    <Mathematics test>
    • Applicants only for "Business Administration" and "Development Engineering" are required to take a short written mathematics test on the same day of TOEFL examination.
    • The math test consists of basic algebra, logic and economic problems.
  2. Second Selection (Documents screening & Medical Check up)
    • Application documents are examined by professors of accepting university.
    • All applicants are notified the selection result in the middle of January, 2008.
    • Successful candidates are required to take a medical check-up at the designated hospital.
  3. Third Selection (Interview 1)
    • Interviews by professor(s) from Japanese university you apply for are held in Ulaanbaatar in late January 2008.
    • All applicants ware notified the selection result within one week after the test.
  4. Final Selection (Interview 2)
    • Interviews by the Operating Committee members of JDS program are held in Ulaanbaatar in early February 2008.
    • All applicants will be notified the selection result by middle February 2008.

  1. University to apply
    When you complete an application document after choosing a university to apply for, read "University Information" thoroughly and carefully in order to make sure if it provide appropriate curriculums and supervisors that meet proposed research plan you are planning. For further information, visit website of each university.
  2. Application documents
    A full set of documentation includes an application form and all other properly certified documents. Applicants presenting incomplete documentation will be considered as ineligible. Applications will not be returned.
  3. Selection results
    Selection results will be informed from JICE JDS Project Office only. Any inquiries on the results shall not be accepted.
