The Government of the Philippines has started the implementation the Japanese Grant Aid for Human Resource Development Scholarship (JDS) by the assistance of the Government of Japan in Japanese Fiscal Year 2002.

The objective of the JDS Project is to provide Philippine nationals with opportunities for obtaining master's degree at Japanese universities in order to support human resource development policy of the Government of the Philippines, and eventually to extend and strengthen the bilateral relationship between the Philippines and Japan.

The main target groups of the JDS Project would be young government employees who are expected to play leadership roles in the Philippines.

For the JDS project in the Philippines, the "Common Agenda" has been settled for each field as follows:

• Public Administration:
  • Building Institutional Capacity for Better Governance
  • Advancing Decentralization and Regional Development
• Economics:
  • Ensuring Balanced and Stable Fiscal Management
  • Promotion of Sound Market and Industries
• Information and Communication Technology:
  • ICT Policy to Create Wider and Advanced Usage
• Industrial Development:
  • Industrial Development Policy for Global Competitiveness
• Business Administration:
  • Providing Sound and Attractive Business Environment

Every Applicant is expected to share his/her own view of how the knowledge acquired in Japan will be utilized to the development of the Philippines, by tackling one of the Common Agenda for the applying field of study. Therefore, it is strongly recommended to relate the Common Agenda and the research plan.

Applicant's perspective for future career plan shall be one of the important factors to be considered for the selection of JDS project.

1. Nationality:
   Must be a citizen of the Republic of the Philippines.
2. Age:
   Below 40 years old as of April 1, 2008.
   (Those who were born on/after April 2, 1968)
3. Occupation:
   Should be a civilian government employee;
4. Academic Background:
   Should have a Bachelor's degree relevant to the target fields.
   For ICT field, Applicant is required to have a bachelor's degree in ICT or equivalent.
5. Degree:
   Has not been awarded foreign scholarship for Master's degree.
6. Work Experience:
   Currently employed in government with permanent status and with at least 2 years work experience at the time of application.
7. Performance Rating:
   Has a performance rating of at least "very satisfactory" in the organization at the time of nomination.
8. Responsibilities of JDS fellow:
   When selected as a final successful candidate, he/she is required;
   1. To sign and submit the pledge to follow the conditions deemed necessary as JDS fellow. (If a fellow violates any articles of the pledge, the scholarship may be cancelled.)
   2. To fill out an application form of the university.
   3. NOT to change university and/or field of study.
   4. To attend the pre-departure Japanese language training in Makati City on full time basis (April to June 2008).
   5. To participate in briefing orientation and Japanese language training in Japan (mid July to August or September 2008).
   6. To contribute to socio-economic development of the Philippines with the acquired knowledge upon return to the Philippines.
   7. To be in good condition physically and mentally during the stay in Japan as an ODA Scholar.
      *If there is a drastic change in fellow's health condition including pregnancy before and during his/her stay in Japan, or/and if the accepting university considers his/her condition is not suitable enough in the pursuit of academic goal, scholarship is subject to cancellation, based on the decision/guidance of university and the Operating Committee of the JDS Philippines.

1. Applicant must complete all sections of application form in English.
2. Applicant must choose the field of study and accepting university, considering the course contents and Master's degree to be obtained. According to the desired study course, Applicant should indicate their 1st and 2nd desired universities (in same "Field of Study" only) by marking the number as follows in the application form: "1" –for 1st desired university and "2"-for 2nd desired university. If Applicant chooses more than two courses, the application will become invalid.
3. Application form must be attached with the required documents. The documents must be issued in English or accompanied by a certified English translation.
4. Place to submit the application form:  JICE JDS Project Office in the Philippines
5. Deadline:  Not later than 16:30hrs on Friday, October 19, 2007
   • Application form and required documents must be submitted personally, by mail, or by courier.  Submission of Application form by FAX or E-MAIL will NOT be accepted.
   • Late submissions and/or incomplete application documents shall NOT be accepted.
6. Application documents will not be returned in any reason once submitted.
7. No direct inquiries to universities in Japan shall be allowed.

1. 1st Selection (Examination of Application Documents)
   • Application documents will be examined by professors of 1st desired university. Based on the result of 1st evaluation, only certain percentage of disqualified application documents will be evaluated by the 2nd desired university. The duration for the 1st Selection will be from early November to early December 2007.
   • Only successful applicants will be notified the selection result.
   • Any inquiries regarding the result of the First Selection will NOT be entertained.
2. 2nd Selection (English Proficiency Test and Math Test)
   • Candidate will be required to sit for IELTS test in January 2008, except for those who submitted a valid official certificate (within two years after the testing date) of TOEFL score (PBT: 550 / CBT: 213) or IELTS score of 6.0 or above at the time of application. No other English certificate shall be considered.
   • Every Candidate will be required to sit for Mathematics Test at this stage.
   • Only successful applicants will be informed of the selection result.
   • Any inquiries regarding the result of the 2nd Selection will NOT be entertained.
     *Applicant should be aware of the IELTS regulation that 90 days of minimum interval is required to take IELTS in this selection stage after the previous test.
3. 3rd Selection (Technical interview)
   • Each Candidate will be interviewed in Makati City by the professors from the accepting university in early February 2008.
   • Only successful applicants will be informed of the selection result.
   • Any inquiries regarding the result of the 3rd Selection will NOT be entertained.
4. Final Selection (Comprehensive Interview)
   • The Operating Committee members of JDS in the Philippines will interview each candidate in late February 2008.
   • Each candidate will be required to submit a medical examination at a designated hospital before this stage.
   • Only successful candidates will be informed of the selection result.
   • Any inquiries regarding the result of the Fourth Selection will NOT be entertained.
5. Remarks
   • Successful candidate who passes the Final Selection will be required to apply for the desired university. It is only upon admission to the university that each candidate will be considered as JDS Fellow.
   • After entrance to an accepting university, it is not allowed to change either a field of study or an accepting university.

1. Successful applicant who passes the Final Selection must participate in pre-departure orientation including full-time Preparatory Japanese language training in Makati City from April to June 2008.
2. The JDS fellows are scheduled to arrive in Japan in early July 2008.
3. The JDS fellows must participate in Japanese language training in Japan from mid July to August or September 2008.
4. The JDS fellows will enter each accepting university in September or October 2008.

   Before Applicant chooses a university and complete an application document, it is recommended to read University Information to be downloaded on this web-site and to check universities' website carefully, to avoid mismatches between the desired knowledge to acquire and the courses to be provided (It is not assured that Applicant can be accepted by the University of his/her 1st desired university)
2. Application documents:
   The application documents will not be returned for any reasons once submitted.
3. Selection results:
   Selection results will be released by JICE JDS Project Office only. Any inquiries on the results by Applicants shall not be entertained.
