Japanese Grant Aid for Human Resource Development Scholarship (JDS) was first implemented in the Socialist Republic of Vietnam for Japanese fiscal year (FY) 2000-2001 and 207 Vietnamese JDS fellows have been sent to Japan for studying at higher educational institutions (hereinafter referred to as "universities"). JDS is now inviting applications from individuals interested in studying with a Japanese university in the year 2008-2009.
The objective of JDS Program in Vietnam is to provide citizens of the Socialist Republic of Vietnam with opportunities for academic research at Japanese Universities in order to support the Government of Vietnam in its efforts to facilitate its own plans for human resource development, especially for transition to a market economy. Thereby it extends and enhances the bilateral relationship between Vietnam and Japan.
The JDS Program targets young government officials, researchers and others with the potential to play leadership roles in their specialties after their return to Vietnam as well as to become leaders in Vietnam in the 21st century.

- Nationality: Applicants must be Vietnamese citizens residing in Vietnam at the time of application
- Age: Between 22 and 34 years old (as of April 1st , 2008). Born on/after April 2nd, 1973 and born on/before April 1st, 1986
- Academic Background: University graduate ( Regular bachelor's degree)
- Work Experience: To have at least two (2) years full-time work experience as of 21 September 2007, after the completion of undergraduate degree. Its experience must be relevant to the proposed Master's study.
- Applicants for "Public Policy/Administration" must have at least two (02) years of work experience at a) Ministries and Central/Provincial government agencies b) National Academy of Public Administration (under Ministry of Home Affairs).
- Likewise, "Economics" is open only for a) Ministries and Central/Provincial government agencies b) State owned companies c) Universities/Colleges and Education/Research Institutions (except for Private Corps., JV Corps., NGOs).
- "International Relations" is open only for a) Ministries and Central/Provincial government agencies b) Institute of International Relations (under Ministry of Foreign Affairs).
- Contribution: To be able to contribute for socio-economic development of Vietnam with learned knowledge and skills upon returning to Vietnam
- Language Proficiency: Fluent in English (minimum TOEFL 500 or equivalent)
- Health: Applicants must be mentally and physically in good health
NOTE: Following persons are NOT eligible to apply
- Applicant who is currently receiving (or is scheduled to receive) any other scholarship.
- Military personnel and military civilian employees registered on the active list.
Remarks
- The Government of Vietnam will require the fellows to give a pledge to follow the conditions deemed necessary as scholarship fellows under JDS Program. If a fellow violates any article of his/her pledge, the scholarship may be cancelled and other necessary steps taken.
- When selected as a JDS fellow and placed at the proposed university, the applicant may be required to fill out an application form designed for the university as official admission procedure. If the application form is not accepted by the university, the scholarship may be cancelled.

Applicants must fill out an application form completely, referring to its Application Procedure.

- Deadline:
- Hand delivery, Friday, September 21, 2007(before 17:00)
- By mail, will be accepted until 25th September 2007 with a postmark dated on/before Friday, September 21, 2007
- Application form sent by facsimile is not accepted.
- Once submitted, application documents will NOT be returned.
- No direct inquiries to universities in Japan shall be allowed.

- First Selection (English proficiency test)
- Date and place: On Thursday, October 25th in Ho Chi Minh City (HCM) and on Saturday, 27th in Hanoi, 2007
- Applicants who have submitted official score report of TOEFL ITP (Institutional Testing Program) administered by IIE at score of 500 and higher, or iBT (internet Based Testing) administered by IIG at score of 61 and higher as in 2006-2007 will be exempted from this selection(for the detail, please refer to the guideline).
* Applicants in Economics and Business Administration will be required to take a short mathematics test including basic algebra, logic and economic problem.
- Applicants who are not available to sit for this examination or cannot be contacted for the notification of the first selection will not be eligible for the 2nd selection.
- Notification of the result: November 2007, by mail to successful candidates and by posting the list of successful candidates at three places: JICE Project Office in Hanoi, DoET Danang, and VJCC – HCMC).
- Second Selection (Document selection)
- Screening by related Japanese university professors in Japan.
- Notification of the result: In the middle of December, The exact date will be announced after the 1st selection.
- Medical check-up at the designated hospital in Hanoi or in HCM will be required after the result notification.
- Third Selection (Interview 1: Technical interviews)
- Date: January 2008
- Place and method: Interviews between Hanoi and Tokyo by using TV conference system.
- Notification of the result to successful candidates: exact date will be announced at the Third Selection.
- Final Selection (Interview 2: General Interviews)
- Date: February 2008
- Place: Hanoi
- Notification of the final result: to all candidates in March, 2008
