Introduction

   Japanese Grant Aid for Human Resource Development Scholarship (JDS) has started in Vietnam with the assistance of the Government of Japan since 2000. The objective of this program is to support the respective Government in its efforts to facilitate its own plans for human resource development mainly for capacity building and institutional building, and thereby extend and enhance the bilateral relationship with Japan. The JDS Program targets young government officials, researchers and others with the potential to play an important role in their specialties after their return to Vietnam as well as to become leaders in Vietnam in the future.
   JDS fellows are expected not only to acquire specialist knowledge at higher education institutions in Japan, but also to establish research and human resource networks to actively engage in practical improvement of social and economic development issues which their own countries might confront. Under this Program, 242 fellows have already been sent to Japan, including fellows who have just left for Japan in July this year for their Master’s degrees for the year 2009 – 2010.

Qualifications and Requirements
  1. Nationality: Applicants must be Vietnamese citizens residing in Vietnam at the time of application
  2. Age: Between 22 and 34 years old (as of 1st April, 2009). Born on/after 2nd April, 1974 and born on/before 1st April , 1987
  3. Work experience: University graduate (Regular bachelor’s degree) 
  4. Work Experience:
    To have at least two (2) years full-time work experience as of 30th September 2008, after the completion of undergraduate degree. Its experience must be relevant to the proposed Master’s study.

  5. A. GENERAL VACANCIES
    (Government Officials and Non-Government Officials)
    Study field Condition
    Law It is preferable that applicants of Nagoya University (Law) have a BA in Law or an equivalent field of study.
    Business Administration It is preferable that applicants of Business Administration field have at least three (3) years full-time workingexperience.
    Information and Communication Technology Nothing special condition

  6. Contribution: To be able to contribute for socio-economic development of Vietnam with learned knowledge and skills upon returning to Vietnam
  7. Language Proficiency: Fluent in English (minimum TOEFL 500 or equivalent)
  8. Health: Applicants must be mentally and physically in good health
  • NOTE: Following persons are NOT eligible to apply
    • Applicant who is currently receiving (or is scheduled to receive) any other scholarship.
    • Military personnel and military civilian employees registered on the active list.
  • Remarks
    1. The Government of Vietnam will require the fellows to give a Pledge to follow the conditions deemed necessary as scholarship fellows under JDS Program. If a fellow violates any article of his/her pledge, the scholarship may be cancelled and other necessary steps taken.
    2. b. When selected as a JDS fellow and placed at the proposed university, the applicant may be required to fill out an application form designed for the university as official admission procedure. If the application form is not accepted by the university, the scholarship may be cancelled.

Application Procedure

Applicants must fill out an application form completely, referring to its Application Procedure.

  1. Place to submit the application form: JICE JDS Project Office in Hanoi
  2. Deadline:
    Hand delivery, Tuesday, 30th September, 2008 (by 17:00)
    By mail, will be accepted until 30th September, 2008 with a postmark dated on/before Tuesday, 30th September, 2008
    ♦Application form sent by facsimile or e-mail is not accepted.
  3. Once submitted, application documents will NOT be returned.
  4. No direct inquiries to universities in Japan shall be allowed.

Selection Procedure

- First Selection (English proficiency test)

  1. Date and place: End of October 2008 in Hanoi and Ho Chi Minh City (HCMC).
  2. Applicants who have submitted official TOEFL (or ITP TOEFL organized by Institute of International Education) score report of 500 or higher will be exempted from this selection (for the detail, please refer to the guideline).
    * Applicants in Economics and Business Administration will be required to take a short mathematics test including basic algebra, logic and economic problem.
  3. Applicants who are not available to sit for this examination or cannot be contacted for the notification of the first selection will not be eligible for the 2nd selection.
  4. Notification of the result: In the beginning of November 2008, by mail to successful candidates and by posting the list of successful candidates at three places: JICE Project Office in Hanoi, DoET Da Nang, and VJCC – HCMC).

- Second Selection (Document selection)
  1. Screening by related Japanese university professors in Japan.
  2. Notification of the result: In the beginning of December.
    (The exact date will be announced after the 1st selection.)
  3. Medical check-up at the designated hospital in Hanoi or in HCMC will be required during the Second Interview.

- Third Selection (Interview 1: Technical interviews)
  1. Date: December 2008
  2. Place and method: Interviews between Hanoi and Tokyo by using TV conference system.
  3. Notification of the result to successful candidates: exact date will be announced at the Third Selection.

- Final Selection (Interview 2: General Interviews)
  1. Date: January 2009
  2. Place: Hanoi
  3. Notification of the final result: to all candidates in the beginning of March 2009

  1. Mandatory preparatory training (Japanese language): about 2 months (full-time) in Hanoi, starting in April 2009.
